A letter from Allen to William F. Lockwood, keeper of machinery of the Louisiana State Penitentiary, authorizes Lockwood to loan penitentiary looms to cotton planters in eastern Louisiana and includes instructions for loaning the looms. Included is a photograph (n.d.) of Lockwood.

Henry Watkins Allen, a lawyer in Mississippi, married Salome Crane (d. 1851) in 1842. He was elected to the Mississippi State Legislature in 1845. He moved to Louisiana in 1852, worked as a planter on Allendale Plantation, and was elected to the Louisiana State Legislature in 1854. Allen served in the Civil War as a lieutenant-colonel in the Delta Rifles of the 4th Louisiana Regiment.
